In the face of allegations by the Telecom Minister, Mr A. Raja, that the Defence Ministry was delaying the auction for 3G spectrum, the Finance Minister, Mr Pranab Mukherjee, on Thursday exuded confidence of resolving the issue to start the pr ocess in 2009.
